USAID Higher Education Leadership and Management (HELM) Project

 

Chemonics International, a global international development consulting firm, seeks qualified Indonesian specialists for the USAID Higher Education Leadership and Management (HELM) project in Indonesia. HELM is a five‐year project aiming to improve the academic performance of Indonesia’s higher education sector through analytical support for strategic planning, policy analysis, and capacity development approaches for effective implementation of key reforms throughout Indonesia’s higher education sector. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Monthly in‐country travel required for most positions.

General Qualifications for all Positions
  • B.A./B.S. degree in higher education, education policy, education administration, comparative and international education, or relevant field required, M.A./M.S. degree strongly preferred.
  • Minimum 5 years’ relevant experience in higher education policy, administration or management required.
  • Familiarity with Indonesian higher education systems preferred.
  • Experience working with international donors or organizations strongly preferred.
  • Native verbal and written communication skills in English and strong verbal and written communication skills in Bahasa Indonesia required.
1. Deputy Chief of Party
Responsible for providing management oversight and coordination of local professionals, technical advisors, and short‐term experts to implement project activities, ensure close communication and coordination with USAID and DIKTI, and to implement timely achievement of project activities.
Additional Qualifications for Deputy Chief of Party Only
  • Master degree in higher education, education policy, education administration, comparative and international education, or relevant field required.
  • Minimum 10 years’ relevant experience in higher education policy, administration or management required.
2. Program Coordinator
Responsible for day‐to‐day project management coordination and implementation, including establishing and monitoring project communications, implementing project annual work plans, and managing higher education training and capacity development programs. This position will be responsible for supervising local professional staff, technical advisors, and short‐term experts.
Additional Qualifications for Program Coordinator Only
  • Master degree in higher education, education policy, education administration, comparative and international education, or relevant field required.
  • Minimum 5 years’ relevant experience in higher education policy, administration or management required.
  • Native verbal and written communication skills in English and strong verbal and written communication skills in Bahasa Indonesia required.
3. Collaboration and Partnership Specialist
Responsible for ensuring project relationships with USAID, DIKTI, higher education institutions, businesses, the private sector, and local communities, and civil society are established, coordinated, and managed to support project goals, objectives, and activities.
4. University Collaboration Assistant
Responsible for managing project documentation, including communications, correspondence, and training materials. Provide support to HELM partner higher education institutions implement workshops and knowledge sharing events to encourage private sector participation, liaising with business leaders to cultivate interest in supporting the higher education sector.
5. Higher Education Financial Management Assistant
Responsible for providing relevant research, analysis, and expertise to higher education institutional financial management, including creation and implementation of funding policies; drafting reports that summarize assessment findings and implementing training activities for a variety of audiences including USAID, higher education institution partners, and GOI officials.
6. Quality Assurance Assistant
Responsible for planning and implementing quality assurance activities and continuing improvement assessments with HELM higher education institution partners. Collaborate closely with USAID, DIKTI, BAN PT, and higher education institutions to support coordination and overall partnership success.
7. Higher Education Leadership and Management Assistant
Responsible for planning and implementing leadership and administration capacity development activities with HELM higher education institution partner. Collaborate closely with USAID, DIKTI, BAN PT, and higher education institutions to support outreach to members of the higher education community, develop and implement an effective strategy and to produce effective leadership teams.
